The first few months of 2007 have been a busy one as the City of San Carlos is in the process of reviewing the Environmental Impact Report (EIR) for the Palo Alto Medical Foundation's (PAMF) proposed medical center. In January and March, the San Carlos Traffic and Transportation Commission and the San Carlos Planning Commission, respectively, voted unanimously to accept the EIR as adequate and complete, and forward it to the City Council for final certification.
We expect the City Council to hold its public hearing on the EIR on April 23 at the Hiller Aviation Museum at 7 p.m. Please check our Web site, www.pamf.org/sancarlos, for any changes to this date and time.
Community support is key to making the PAMF San Carlos Center a reality. We hope you will attend an upcoming public hearing or call, e-mail or write to your City Council and Planning Commission members and tell them why you believe the PAMF San Carlos Center will be a good project for San Carlos.
The City Council's hearing on the Final Environmental Impact Report for the medical center is expected to take place on April 23. Additional hearings on the project will then be held before the City Council, Planning Commission, and Traffic and Transportation Commission. A final decision from the City Council is expected in the late summer or early fall of 2007.
Project Impacts vs. Cumulative Impacts
The PAMF San Carlos Center will bring some additional traffic to the area, as would almost any other project proposed for the 301 Industrial Road property. However, it is important to distinguish between the projected impacts of our project and the projected impacts of our project plus the 1.9 million square feet of unidentified development in the Draft 2003 East San Carlos Specific Plan (Draft 2003 ESCSP). Although used to assess the “worst case cumulative scenario” in the EIR, the Draft 2003 ESCSP was never adopted and any action on it was deferred by the City in March 2005. Therefore, it is a very speculative measure of the potential cumulative traffic impacts of the PAMF project or any other new development coming into San Carlos.
